The bar fine system applies to bars that employ hostesses, dancers, or bar girls who are available to "go out" with customers. The bars pay their staff a salary to work in the bar. If you wish to take a staff member away then you must compensate the bar for the loss of their employee's service. This is called a bar fine. In the bars, it is colloquially known as "off" or "pay bar".
It is not a fee for ANY services! It just enables a staff member to leave their place of work without financial penalty. What (if anything) is going to happen after you leave the bar is between you and the girl. She will expect to be tipped over and above the bar fine for any services she may agree to provide.
You can expect to pay the following bar fines (in baht):
Beer Bar: 200 - 500
Go-Go Bar: 500 - 1000
Upmarket Bar: 1200 - 1500

Short time means 1 - 2 hours. When you “barfine” / “pay bar” or “off” a girl, she will either stay with you short time or long time. Some girls will only go short time.
Long time means all night. Some long time girls will want to leave early in the morning (8am) other will hang around all the next day unless you throw them out. If you have a strong preference you should discuss it with the girl BEFORE you pay the bar fine.
Also if you make long time (that is a few days or weeks) arrangements with a particular girl, you should consider that the bar fine will have to be paid for the entire period!
Massage parlours work a little differently from the bars. Generally, you will not take the girl away from the premises because of the cost - although you could if you wanted to! If you’ve really hit it off with a lady, it is far better to persuade her to take a few days off, and negotiate a daily rate with her.
To take a girl out from a massage parlour, the bar fine
will range from 2,000 - 3,500 baht. She will - as a matter of course - expect
to be paid as well - from 2,000 baht to more. Plus a tip if you are happy.
Why so much more? If she's a popular girl, she’s losing serious money to leave the premises with you.

As mentioned above, if you take a girl out of a bar (pay her bar fine) you will still have to pay her for services rendered. You can either negotiate this upfront if you like or just pay the rate suggested here. Some girls want more than others and some less.

For a full service massage on the premises, the usual mode of operation is this; Choose either Thai massage at 500 baht for 2 hours, or Oil massage at 800 baht for 2 hours, or Aromatherapy at 1000 baht for 2 hours – You pay this upfront, it goes to the management for administrative costs, the lady (usually) gets none of this!
You give the standard “Full Service” charge of 1500 baht to the lady at the end of the 2 hour session. If you are very happy, give her a little “tip” on top of that.
Freelancers do not work in bars and so there is no bar-fine. The payments expected varies a lot so you really do need to negotiate up front. Expect to pay around 1000 baht short time and 2,000+ long time.
